Andre Wilcox is the owner of the comic book store Noble Comics. He is also the leader of the gang who murdered Travis McGrady and has connections to HR.
He and his gang collected protection money from local store owners and forced them to sell lottery tickets so they can collect the tax-free profits. He is ruthless and is even willing to kill his own people if they make a mistake.
He tried to make Darren shoot one of the people responsible for his brother's murder, even though that person belongs to Andre's gang. When Darren refused, Andre told him that he reads too many comic books and that revenge like that doesn't happen in real life.
He prepared to shoot Darren but Reese, Carter, and Fusco come to Darren's rescue and a shootout ensued. When Carter winged Andre, he tries to shoot Darren again, but Fusco leapt in the way and took the shot in his buttocks. Reese then knocked Andre out with anti-riot-bean-bag ammo.
He is later arrested with his gang and incarcerated.
