Not cancelled - judging by the amount of arcs they've wrapped up, season 3 seems like the finale. Of course no one wants that :)
I see where TJ got the idea about the last season -- the podcast guys were commenting on the show not having been renewed yet when (they think) it was by this time last year. I'd have to double-check, but I don't believe it was renewed this early last year, but regardless, nothing has been renewed yet by any of the major networks. And they said as much. It's a lock for at least a couple more seasons.
I didn't get it from the podcast. I'm just assuming based on the progress of the story.
Are they going to conclude Decima story arc in season 3 finale? I was hoping they were keeping them as the main antagonist until the very finale of the show, always interesting to have a decent enemy that was there in the beginning.
I'd say there's too many gaps for just 8 episodes. Decima, Root, Vigilance, Wesley, Mystery caller, control, and the identities of the main characters. I'd say at least 1 more season is required (I'd prefer more, as always with an awesome show).

In other words, pure speculation based on... well, nothing.
I see no definitive evidence of what is or is not being wrapped up, and certainly nothing to suggest they are wrapping up the show. They just added a new bad guy, for heaven's sake, and are just gearing up after the holiday/Olympic break.
I get a bit peeved on message boards when I see speculation grounded in little or accurate information presented as fact. All that does is get nice people upset needlessly. Let's all be very careful about how we speculate; I'd hate to think we'd have to start editing posts.
We might see the end of Season 3 as the point of revelation of all those issues/mysteries on previous episodes and seasons. What will Team Machine do when all these converge on one or two episodes; or better on this season 3 finale? High chance that we will see Season 4.
PS: Will Season 3 Finale will be a 2 Hour Premiere? I can't wait.
They've wrapped up one story arc: HR.
We know nothing about the finale, Decima has been dormant most of the season, Vigilance is still developing, The Program is still perking along, Root is who knows where, and Wesley has dropped off the radar. Nothing showing signs of finishing in any of that.
I really doubt Mr. Voice is anyone we already know. There was no indication he had any idea who Harold was when he first saw him; this job put him on Mr. V's radar.
I agree that the idea that this is the last season is, to put it nicely, premature. I do in no way think this will be the last season. In fact, I think they're just starting something huge that'll stick around for a while (see Theories). Of course I have my theories about what it is, but I cite The Machine telling Control (via Root) that "she" was protecting Control from something(?). Let's see, how many story arcs do we have, Guru? Off hand I can think of a few: Decima (of course) and Root, Wesley, Vigilance, Control, and the Telephenatic (AKA Mr. Voice). All of which Anglin mentioned above.

Separate story arcs?
Right now, Root is still part of the main characters overall story rather than a separate one, I'd say.
Wesley isn't an ongoing storyline; he did one episode. Perhaps in time they'll revive the character, but for now I don't see anything to suggest he's part of this other than that he and Greer are both British and former 6. We have two new British actors in the next episode, which is intriguing I will admit.
I'm not sold on the new detective being anything but a character designed to mature Fusco a bit, and perhaps serve as a red herring. With HR just gone, a new bad cop is a stretch.
